Machi - Concept Art v0.1 & What's Missing

Here is the overall concept for the Machi.

What’s Missing?
The main vision for Machi is that it will be a test bed for AI agents. Right now, it just looks like a game for players.
There is no mechanic, and it may just as well be simply be a picture if there really isn’t any mechanics.
We need a strong foundational mechanic for this product.
What am I thinking right now?
We can pre make this world by hand and have AI agents live inside it. They will be able to have jobs.
For example:
Post man will have to deliver the mails
Students will have to go to school
Cleaners will have to clean the streets
Drivers will have to drive the taxi
Cooks will need to cook
Pets will have to find food
Where is the building/living aspect of this map?
Right now, there isn’t much building aspect to it.
The original idea is to key off from Terraria which is basically 2D grid tile world that you can modify.
We could allow users to place cubical structures in this here too. For example if they want to build a staircase, they can place stair case tiles.
If they want to build a road, they can place road tiles.
If they want to build a shack, they can do so.
That is the original vision.
What can we do to go from just a visual to semantic world?
We basically need to tile-ify everything.
Using the generated buildings, we need to build a tile’d version of the map.
As previously discussed, we plan on having 3-4 depth in z-axis to give depth and sense of space and volume.

Movable objects and living characters will not be tiles, they will be sprites.
Next Steps?
Thinking that this is hard. Let me think over night what does blockify-ing means.
Perhaps immediate next step is to create a 3D scene using Unity that demonstrates feasibility of block by block design.
